  The song was dedicated to Carl Franzoni, see the list of Mother's auxiliary. It was mentioned many times in different books and interviews that the man was very proud of a bull size of his balls and wore very tight trousers to expose them. So probably Frank in a tight whites on the front cover of Zoot Allures is another mocking dedication to Carl.
